With reference to your letter No: 15357/1903
of the 1st instant, relative to the proposed erection of
a convict prison on Stonecutters Island, I am directed
to acquaint you, for the information of Mr. Secretary
Chamberlain, that the enclosures forwarded therewith
have been under the consideration of the Secretary of
State for War and that he is prepared to withdraw his
objections to the proposal, provided Sir H.A. Blake is in
a position to make arrangements for isolating the prison
site to the satisfaction of the General Officer Command-
ing in China and Hong Kong, and that any expense involved-
such as the possible provision of a fence is met by
the Colonial Government.

2. If Mr. Secretary Chamberlain agrees in this
view, the necessary instructions will be communicated
to the General Officer Commanding in China and Hong Kong.
3. The plan which accompanied your letter under
reply is herewith returned.
